Frequently asked questions about the war in Ukraine

The impact of the Russian invasion of Ukraine can be felt all over the world. First of all for the inhabitants of Ukraine and their loved ones. But the global economy is also hit hard. The sanctions imposed on Russia by the European Union are affecting the payment systems of all Dutch / Belgian banks, including those of ABN AMRO. There is also a high risk of cyber-attacks and fraud. We are doing everything we can to protect you against this. On this page you can read more about the impact of the sanctions on your banking.

Your payments and the SWIFT network

As of 12 March, seven organisations designated by the European Union and their subsidiaries in Russia will be cut off from the SWIFT network. After this, it will no longer be possible for us to exchange payments with the parties listed below.

Frequently asked questions about payments from and to Russia, Belarus and Ukraine

Making payments to Russia, also in Euros (EUR), is becoming increasingly difficult. This is because the EU has imposed sanctions on SWIFT, as a result of which 7 Russian banks will soon no longer be accessible for payments and other financial services (FX, Trade Finance). Payments in Russian Rubles (RUB) may be delayed or possibly not executed at all. Payments with Belarus are still possible.  

Furthermore, there are sanction restrictions for US Dollars (USD) and British Pounds (GBP). Two major Russian banks, Sberbank and VTB Bank, have been placed on the sanctions list by the US authorities. Payments in USD with VTB Bank or with clients of VTB Bank are no longer possible. For Sberbank, the USD restrictions will take effect on 26 March. The UK authorities have done the same for VTB Bank, so GBP transactions with this bank are no longer possible. In the European Union, Sberbank and VTB Bank are on the sanctions list, but only in connection with restrictions on access to capital markets. Ordinary euro payments with these banks or with their customers are still possible.

It is becoming more difficult to make a payment from Russia and Belarus to an account holder at ABN AMRO, due to the measures related to SWIFT. For payments in RUB, these may be delayed or possibly not executed at all.
The banks in Russia, Belarus and Ukraine are still available to receive our payment instructions. However, we cannot guarantee if and how quickly they will make these payments.
The closure of some banks in Russia from the SWIFT network was officially announced on 2 March 2. SWIFT is now going to shut down the 7 mentioned banks, which means that these banks and their customers can no longer execute transactions via SWIFT and vice versa, we can no longer execute transactions to their customers.
